A public agency boss in Rhode Island has quit after a bizarre stunt in which she reportedly made a man dress as an elderly woman to make a news conference look better.

Sue Stenhouse, the executive director of the Senior Enrichment Centre, resigned amid reports from local TV station WJAR that she asked a man to dress up as an elderly woman for the press conference.

She was promoting the Snow Angels Programme, which encourages volunteers to help home-bound seniors get shovelled out when it snow.

There were three young people behind her at the news conference with shovels, but no elderly people, so she asked a man to wear a dress, wig, lipstick, blush and earrings, WJAR said.

Footage from the local television station shows Ms Stenhouse delivering a speech while the mayor stands on her right and a person, who appears to be an elderly woman, standing to her left.

But the television station reported the elderly woman was actually a city bus driver in disguise and he was drafted in at the last minute to stand beside Ms Stenhouse.

Boston televsion station WCVB said after news of the stunt came to light, Ms Stenhouse "promptly resigned".

Ms Stenhouse has yet to comment.
