More underperforming police officers should be sacked, the Liberal Democrats will demand as they debate a package of measures to make forces more accountable for results.
Chris Huhne will renew his call for an end to the "job for life" culture as he sets out crime-fighting and prison proposals to activists at the party's annual conference in Bournemouth.
The party wants to recruit 10,000 extra officers - paid for by scrapping ID cards- accusing the other parties of "posturing" over ever-harsher punishments while the number of crimes actually being solved is falling.
It proposes handing much greater control of budgets and priorities to chief constables, reduced paperwork and a guarantee that independent pay rise recommendations will be honoured.
But in return, the party is demanding a fundamental shake-up - and wants new mainly elected police authorities to exert pressure on chief constables to kick out officers who are not up to the job.
Ahead of the debate, Mr Huhne said: "We are prepared to take the tough action on police reform that Labour and the Tories have always ducked.
"It is extremely unusual for anybody to be dismissed from the police other than for illegal activities," he said, blaming a "dog does not eat dog" culture within the police.
The main battle faced by the leadership will be over the make-up of the scrutiny bodies, with some elements pushing for the job to be done by local councils and others for them to be directly elected.
The package also includes plans for minor criminals to be confronted with the results and victims of their crimes and anti-social behaviour and be offered the chance to apologise and make amends.

Another major policy initiative on the agenda will be a £2.5 billion "pupil premium" aimed at bringing state school funding levels for a million pupils from poor families up to the level of private schooling.
