There is not yet enough evidence to charge anyone over the murder of 15-year-old Jessie James, the Crown Prosecution Service has said.
Police made two arrests during last month's inquest into the Manchester schoolboy's death, which was dramatically halted when an anonymous witness came forward with new information.
Two men, aged 20 and 21, were questioned in connection with the murder of Jessie, who was gunned down while riding his bicycle in a park in Moss Side in the early hours of September 9 last year.
Reviewing lawyer John Lord, head of Greater Manchester's CPS Complex Casework Unit, said: "Having reviewed all the evidence given to me, I have decided on the evidence provided so far that it is insufficient for a realistic prospect of conviction and does not justify the charging of either suspect in connection with Jessie's murder.
"Given the ongoing investigation, it would not be right to go into any details of the evidence which the police have gathered.
"All I am prepared to say is that aside from a question of admissibility in relation to one of those arrested, there are serious contradictions and inconsistencies contained in the latest evidence which would undermine a prosecution based upon that material.
"If further evidence comes to light which changes this, then I would review this decision."
The suspects, who have links to Manchester street gangs, were arrested in separate prisons after Manchester Coroner Nigel Meadows adjourned the inquest to allow the police to make further inquiries.
Police said they thought Jessie's murder was a case of mistaken identity and that he was "in the wrong place at the wrong time".
No one has yet been charged with his murder, despite numerous appeals from Jessie's family and police. A date for the resumption of the inquest has yet to be set by the coroner.
