Detectives investigating the suspected sexual abuse and exploitation of more than 20 children have arrested a 22-year-old man.
The unnamed man was arrested on Tuesday morning at a police station in the West Midlands, Devon and Cornwall Police said.
He is the second person to be arrested in the inquiry into the suspected grooming of children, mainly girls, aged 12 and above in the Torbay and Teignbridge areas of Devon.
Police said the 22-year-old is being held on suspicion of the rape of two women and sexual activity with a child. The offences are alleged to have taken place in Torbay.
The man, who lives in Brierley Hill, is formerly of Torquay and a team of detectives has travelled to the West Midlands to interview him.
Det Insp Simon Snell, who is leading the investigation, said: "Police continue to interview a number of children in Torbay in connection with Operation Mansfield.
"We are still asking anyone with any information to please come forward and speak to us regarding child exploitation in the bay area.
"I need to reiterate to any families and children who have been affected to please come forward and speak to us - we are able to protect anyone who picks up the phone and talks to us."
The inquiry started after children came forward to childcare agencies, which then alerted police.
A team of 50 police officers are working on the investigation which is looking at offences alleged to have occurred over a two to three-year period. Specially trained police officers and social workers have interviewed more than 20 children and police say their list of alleged victims is growing.
