Councils 'should have firing power'

Council leaders should be given the power to fire under-performing police chiefs and NHS bosses, the chairman of the Local Government Association (LGA) will demand.

Sir Simon Milton believes chief constables and health trust chief executives need to be made more accountable to local people for the services they provide.

Superbug outbreaks and uncontrolled booze-fuelled town centre violence would be among the issues elected town hall leaders would be able to take into account.

In a speech to council leaders and chief executives, Sir Simon will say: "Every service delivered to people in their local area should be directly answerable to local people through their locally-elected council.

"Council leaders are elected to put people first, and regardless of which service they are using, if they are seeking help or redress, their first point of contact must be their council."

The LGA chairman, who is also the leader of Tory-controlled Westminster, will add: "When people in my area are demanding a change in the way their area is policed, or are asking why hospital infections are going up, then I want the ability to put the concerns of people first.

"I want to make the local police chief and the NHS Trust director accountable to the elected representatives of the area. And I mean totally accountable, we cannot serve in the interests of local people, if we cannot get rid of someone who does a bad job."

He will propose the creation of a national police force to handle terrorism and organised crime with local policing made more answerable to local voters.

"Likewise, national standards in health are necessary, and specialist institutions like Great Ormond Street serve national interests. But for the clinics, surgeries and hospitals in every area, the Trust directors should be accountable first to local people through their council."
