Blair sets out his 'to do' list

As MPs prepare for a new parliamentary session in the Commons, Tony Blair has set out his top 10 'to do' list for his final months in Number 10.

Despite vowing to stand down within 11 months - with much speculation that he might go sooner - the comprehensive list highlights the areas on which the Prime Minister will be "personally focusing over the coming period".

The wide-ranging checklist includes pensions, security, schools standards, energy and cutting red tape for business. He will also focus on reforming the welfare system, the NHS, local government and the House of Lords.

And on the world stage Mr Blair hopes to make progress on "securing a long term settlement in the Middle East".

But as MPs settle on to the green benches of the Commons on Monday, they may be forgiven for being uncertain about what lies ahead.

The contents of the Queen's Speech on November 15 will carry legislation for the following 12 months.

And there is no guarantee that Mr Blair's successor - still widely expected to be Chancellor Gordon Brown - will want to be committed to a raft of legislation drawn up by the out-going incumbent of Number 10.

In Mr Blair's valedictory speech to the Labour Party conference last month he told delegates that in the next round of legislation "the centrepiece will be Home Secretary John Reid's immigration and law and order reforms".

This suggests the ownership of some of the new laws may be handed to the relevant Cabinet minister rather than being seen as a "Blair Bill".

A Labour party spokesman added there would also be "new measures to manage migration, to tackle organised crime and to continue our crusade against anti-social behaviour".
