Foreign diplomats owe Westminster council almost £1.4 million in outstanding parking fines.

Sudan has run up £129,860 outstanding, since 2006, followed by Kazakhstan, which owes the authority £127,000.

The Tory-controlled council says it is stepping up efforts to recoup the money from embassies.

Others in the top ten worst offenders in the past six years include Afghanistan, Turkey, Saudi Arabia, Nigeria, China, Cyprus, United Arab Emirates and Egypt.

Last year, Nigeria clocked up the most, with £66,580 and despite its record for not paying parking fines, the US owes a relatively modest £870. In total there are 30 embassies which owe more than £10,000.

The outstanding amount of £1.38 million is the equivalent of 12,768 penalty charge notices (PCNs).

The figures were released following a Freedom of Information Request.

Daniel Astaire, Westminster’s cabinet member for business, said: “In Westminster, we have the unique challenge of managing bays for local residents and local businesses alongside parking for international diplomats and heads of state – but the rules have to be fair and the same for everyone.

“We have found that fines for diplomatic vehicles are often not a result of a refusal to pay, just a lack of understanding of the rules.

“So in addition to providing information and advice, we have also introduced monthly reports for embassies in London which has allowed them to track and manage the fines they do receive. As a result we are seeing a reduction in the amount of tickets given out.”

The figures reveal just 37 per cent of PCNs issued to diplomats were paid.

The figure has grown steadily from a payment rate of just 28 per cent in 2006 to 66 per cent last year.

None of the embassies approached by the Standard responded today.
