Council workers found naked man, slapping sounds and female giggles during inspection of massage parlour

A naked man was found lying face down in a VIP room by council officers investigating claims that a west London massage parlour offered sexual services, according to a report.

The inspectors are also said to have heard a “slapping sound” from another treatment room that “grew louder and faster ... with what sounded like a female giggle at the peak”.

Police are calling for Ping Wellness Centre in Earl’s Court to be banned from offering saunas and massages when its licence is up for renewal next week.

The snap visit from Kensington & Chelsea’s licensing department followed complaints by residents and local politicians about a proliferation of spas advertising sexually suggestive services.

Officers made the unannounced inspection after discovering a website containing reviews which suggested saunas were a destination for sexual services.

Council licensing official David Williams said he heard “what sounded like a slapping sound ... getting faster and faster, which reached a crescendo with a female giggling”. His colleague Fiona Johnson said: “I knocked three times on the door of this VIP room [and] not hearing any sounds nor acknowledgment of my knocking from within the room, I opened the door. I was then confronted by the sight of a white male face down with his bare bottom fully exposed.

“In the corner of this VIP room, towards where this male’s head was, was a therapist of Asian ethnicity. She immediately started walking towards the door and said ‘No! No!’ while moving both her arms up and down.”

It was also found that the parlour kept incomplete records and employed unqualified therapists. In reports for the November 9 licensing hearing, the police and the council both allege owner Li Ping Han is not a “fit and proper” person to run the premises.

Tory councillor Malcolm Spalding said he did not want to see an “Amsterdam” red-light district in Earl’s Court.

Ms Han, who denied any sexual services occurred at the premises when interviewed by council officers, did not respond to a request for comment.
