'DIY' plan to tackle crime and nuisance

People will be encouraged to take direct action against yobs in their area under a new crime package announced by Tony Blair today.

The " do- it- yourself " approach will enable community groups to seek anti-social behaviour orders (Asbos) against nuisance gangs instead of waiting for their council or police to act.

Mr Blair and Home Secretary David Blunkett plan to put the "law abiding citizen" at the centre of the justice system, and will announce a big expansion of Asbo courts and prosecutors dedicated to rooting out hooligans.

The Prime Minister is determined to make the general election a "security" election, with tough measures on crime at home and terror abroad.

A raft of new bills will include plans for a Serious Organised Crime Agency, national identity cards and new anti-terror measures.

Other measures considered are more on-the-spot fines, penalising the parents of hooligans aged 10 or under and taking benefit from drug users who refuse treatment.

Ministers refuse to go as far as allowing homeowners to use violence to defend their homes, or encouraging vigilantes, but know that the public believes that they are currently powerless to help themselves.

In a speech today, Mr Blair was set to declare: "In a society of opportunity for all, there must also be responsibility for all."
