David Cameron's five promises on the NHS

David Cameron will commit to five guarantees on the NHS as he tries to shore up support for the Government's health reforms.

The personal pledges are: keeping waiting lists low, maintaining spending, no privatisation, ensuring patient care is properly co-ordinated and that the health service remains universally available and free at the point of delivery.

In a speech tomorrow, he will also renew his message that reform is inevitable if the health service is to survive fast-rising costs.

Health Secretary Andrew Lansley indicated last week that he was ready to accept "substantial and significant" changes to the reforms which seek to hand over commissioning powers to GPs and extend private sector provision.

NHS reform, which was "paused" for further consultation, has become a battleground within the Coalition with Deputy Prime Minister Nick Clegg making it a test of his promise to show a more muscular influence on policy.
