Clearer ITV franchise picture

ITV Plc, the merged Granada and Carlton Communications, should face a simpler task in renewing franchises if suggestions today from industry regulator Ofcom are approved.

Ofcom has proposed putting all 16 ITV regional licences on the same cycle. For historical reasons, they currently run on three timescales with those now in force due to expire on dates between 2008 and 2011.

But with ITV Plc owning 12 of the 16 licences, Ofcom believes it should make renewal simpler and more co-ordinated.

It has suggested all 16 should start to be reviewed from December. Only half are due by this date under current rules. Ofcom also suggested it could simplify the amount of information required from broadcasters during the review to make the system simpler and more transparent.

ITV shares start trading in a week.
