Civil servants left 'baffled' by Coalition

Civil servants delivering flagship Coalition reforms are baffled by what their ministers are trying to achieve, it emerged today.

A survey found staff at the health and education departments have a plummeting understanding of their organisations' purpose and objectives.

Analysis of the figures also showed morale falling right across Whitehall in the wake of government cuts. As part of the second annual Civil Service People Survey, more than 325,000 answered questions about their work in government.
